They are not to be underestimated, those with long ties to this city, those that have suffered and endured through all of these years, those that have seen the progress that has been painstaking and slow. Newcomers may not be as keen to the reality of the improvement of this city over time.

This silent majority need not be openly critical, visible, but instead civil. At the end of the day the silent majority speaks for itself. It needs not one voice attempting to speak on its behalf. The voice of the silent majority speaks clearer than the voice of any single, dissenting, or more visible individual.
